Two Wallowa County employees, Treasurer Shonelle Dutcher and assistant treasurer Carolyn Doherty, recently resigned their positions with the county for personal reasons.
Dutcher’s resignation is effective May 1, while Doherty’s became effective April 10.
Wallowa County commissioner Susan Roberts said that upon receiving news of Dutcher’s resignation, the county immediately began a search process.
The county was seeking a qualified individual with a high degree of competency in banking, accounting, tax knowledge and management skills to fill the treasurer slot.
“We completed the process and picked the most qualified candidate,” Roberts said.
Kathy Duncan Casper will fill the post. She will start work April 23. Casper will have to run in this November’s general election to remain in the position.
Former county treasurer Ernestine Kilgore, with the help of Ashley Immoos of the assessor’s office, will fill the posts vacated by Dutcher and Doherty. Baker County is also assisting in the transition, as is Dutcher.
Roberts said that the transition has been smooth and the treasurer’s office is working as normal.
“It’s been working beautifully,” Roberts said. “Thank God that we have employees and former employees who are willing to step in and help us through this.”
